[Chapter-delegates] Chapter financing

Hello Jordi,

I support that, too. Back when the Luxembourg chapter had a half time
salaried staff member, we were able to organize events, find sponsors,
answer phone calls, and a lot of other things.In short, look and act as 
professionals.
 
I note though that Veni Markovski made such a proposal when we were at
the BoT around 2006, and I supported it. However, it was rejected by the
board and the management.Maybe such a proposal could be more successful
this time.
