[Chapter-delegates] Chapter financing

Dear all,

some weeks ago there was a burst of mails about how could ISOC HQ help 
chapters via subsidizing basic admin chores so chapter leaders can focus 
on mission instead of chapter administration.

This is something that may not be crucial to very dynamic chapters or 
chapters in countries where law allows for corporate members, but that 
is really an issue to the ones in the deadlock of not being able to 
charge fees because they do not have enough resources to offer appealing 
payback to members.

I was not in Beijing so I could not follow up on the topic, but I do not 
recall this was covered in the sessions I attended remotely.


I'd propose to set an easy minimum common denominator goal and dates in 
order to move forward.

1- when is the deadline to enter this in the 2014 budget ?

2- can we set up a working group (staff+chapters) in order to get the 
what, how, how much, etc formal proposal before deadline set in item 1 
above ?

To break the ice:
- could it be possible for chapters to receive a monthly amount of, lets 
say, 20hours/week (ie. 1/2 FTE in local currency) to be paid if and only 
if the chapter performs a minimum of TBD specific actions/month (eg. 1 
article /week in the blog, X tweets a day, blog follows ISOC look+feel 
guidelines, 1 press release is sent every month, 1 public event a month, 
accounting and tax cleared, .... whatever TBD )
