[Chapter-delegates] Big news: ETNO joins ISOC.

It's not a bad thing per-se. After all, ISOC is also a member of the
ITU, and I believe the ISOC has made a very effective use of that
membership.

If we advocate open and multistakeholder approaches for our activities,
then we must live up to what we "preach".
