[Chapter-delegates] (Renewed) Application to form a Chapter in Azerbaijan

I guess I will be the one to first ask several questions, before bring this
candidacy for discussion within our Board at ISOC-Bulgaria, and hope we can
get some feedback?
My main concern - I don't see at least two of the people, who have been
involved with the development of the Internet in the country - Faik
Farmanov (the ccTLD), and Yashar Hajiyev (with whom we did a lot of work 10
years ago in the Global Internet Policy Initiative). I wonder why are they
not supportive?
Second, what I find a coincidence, but still need some clarification - the
supporting organizations listed are represented by the same person, unless
these are two people with the same name. Could we get some clarification on
that?
Third, could we hear what is the relation of the chapter with the
government, more specifically the Ministry of Communication and IT, which
is developing several programs for broadband Internet in the country, and
the region?
