[Chapter-delegates] (Renewed) Application to form a Chapter in Azerbaijan

Dear Sabrina,

I would like to add my voice to others colleagues to support this 
application. I know Ulkar Bayramova who is an active member of the 
Internet Community (ISOC, ICANN) and I believe with her leadership, the 
Azerbaijan Chapter will be a successful one.
