[Chapter-delegates] Internet Society Bylaws Comments Received Aug. 30 - Sep. 19

Dear Ted, All,
It is really strange, but I have raised this question few times, and do
not receive any reasonable answer. Why >25 ISOC members, who accept
ISOC spirit, need to sign additional confirmation paper -LoA?
