[Chapter-delegates] Your Chapter contributions for ISOC September 2012 Newsletter

Jacek,

ISOC-Bulgaria sent a letter to the Bulgarian Ministry of Transport, IT 
and Communications, responding to their public request for comments on 
the Bulgarian position vis-a-vis the ITU WCIT. The letter (in Bulgarian)

In the letter, among other thins, ISOC-Bulgaria states:

- ITU is not the organization that has the capacity, authority, or 
professionalism to deal with Internet issues.
ISOC-Bulgaria also statet that it does not support:
-  proposals for changes in the ITR, which are not in accordance with 
the Bulgarian laws, or the Law of the EU, and which introduce 
non-existent requirements for the operators (including licenses, 
registration or similar, introducing new rules like sending party pays, 
etc.)
- proposals, which would give the ITU any power in the field of 
cybercrime, content control, etc.
- proposals, which would allow the ITU to deal with any Internet-related 
issues (including traffic routing, content, etc.)

ISOC-Bulgaria supports:
- recommendations, introducing higher standards for privacy and data 
protection, including limiting the governmental intrusion in people's lives.
- removal of any licenses or registrations for Internet communications.
