[Chapter-delegates] my input to the bylaws discussion

Dear All,
in 2011 on BarCamp I have invited really nice young students as ISOC
potential members. But till today we are unable to involve them in ISOC
activity - I find out, that the formal procedure is very hard. Of
course, young people do not want to follow such hard procedure, they
have their young life, and as a result - we do not have them among ISOC.
