Hi,
You pointed very well where is the "misunderstanding".
In that case ISOC (regional bureau heart of ISOC) should rename itself
to organization, foundation or something else and not "SOCIETY".
The Chapters can be just "sort of associated members"
of the organization or the foundation without any obligation and without
rights. This is another solution.
However, most of us will stay as "society" in the framework of the
local legal frame (not for profit
association of professionals in the area of Internet).
