[Chapter-delegates] Internet surveillance in Cambodia stepped up

Hi,

I was recently in Cambodia with the local chapter and we are informed 
about the situation. We are working within the government to provide 
more support and knowledge and hopefully steer them away from taking a 
hard approach and keeping it open for all. Capacity building for 
policymaker is essential.
