[Chapter-delegates] Topics to be discussed during Chapter/Member meeting on 16.10.2012 in Toronto

I would very much appreciate a few minutes to talk about the status of 
city-TLD applications. As many of you know, while cities house more than 
1/2 the world's population - going to 75% by mid-century as per U.N. 
stats - no effort was made by ICANN or anyone else to guide cities on 
ways to plan for the development of these critical resources. Despite 
this, 39 applied.

We've begun to compile information about the cities that have applied - 
see it here

In summary, 39 city-TLD applications are pending before ICANN, as well 
as 9 for regional TLDs, thus  48 "geo" TLDs in all. Of those geo 48 
TLDs, 22 have supporting ISOC chapters, 26 don't!

In Toronto, I'd like the opportunity to elicit the cooperation of 
chapters in the 22 active ISOC cities to discuss ways we might engage 
and contribute to the planning and development of our cities' Internet 
resources. As well, I think the existence of 26 "orphan" city-TLD 
applications provide an opportunity to foster development of new ISOC 
chapters.

Broadly, our effort hopes to achieve two things:

  * Immediately open some channels so that the 39 city-TLD applicants
    can begin to talk and share Best Common Practices.
  * And longer term, to prepare some guidance for ICANN and cities for
    the second round of new TLDs. If 39 applied now, perhaps we'll see
    390 city-TLD apps next time!

In New York, we've advocated for the development of the .nyc TLD as a 
public interest resource for more than a decade. Just recently the city 
indicated that it will engage the public in the development process - 
*after *it signed a 5 year contract with NeuStar to operate and market 
the .nyc TLD.

We recently submitted our thoughts on how this public engagement might
