Norbert - excellent article; as a librarian myself, didn't want to 'blow 
our own trumpet' too much, but you are absolutely right - IFLA and other 
library organisations have done much work on 'user rights' and the 
current imbalance in national & international copyright legislation. 
ISOC Chapters could gain much from working more closely with librarian 
activists...

The Internet is for Everyone - so "user rights" have to get more 
attention than the interests of some big economic entities.

I would appreciate to see some discussion among chapters on this issue, 
just as Mark Perkins suggests - in some countries, the strict 
enforcement of copyright legislation (at a price level of economically 
strongly developed countries) is a serious social issue, among others 
with negative effects on education.
