Hi Norbert,

Thanks for your well thought out response.

While there is plenty of fat to chew over the wider rationale of copyright
and its history, and whether infringement is as damaging as claimed. It was
our thinking with this event was to focus more on the actual system in
question - the first of its kind in the USA. There are concerns such as:

1) It sets a bad precedent of interfering with user's connections based on
content.

2) Harvesting IP addresses is a notoriously unreliable means of
identifying infringers, and the appeals process is not entirely
satisfactory.

3) It will have a chilling effect on the open WiFi movement - as people
will be scared into locking down their routers.

4) It has not been proven to be effective in reducing infringement,
especially as compared to providing equivalent legitimate services.

but, on the other hand

5) It lessens the concern of intermediary liability for the ISPs.

6) Harvesting IP's is preferable to more intrusive methods such as DPI.

7) An alert system is preferable to the previous program of suing of
individual users for huge sums.

8) The program does maintain some level of anonymity for accused infringers.

9) It's a palliative for the content companies that something is being done.

Meanwhile one can anticipate that, as long as torrenting etc remains the
most practical way to obtain media content:

10) the public will rapidly adopt circumvention measures.

The INET New York, held at the New York Law School, will feature two panel discussions and will conclude with a wrap-up multi-stakeholder session. The event will seek to provide information and exchange ideas regarding the operation of CAS, its strengths, weaknesses, and the challenges that lie ahead.
