[Chapter-delegates] Net Neutrality

Hi all,
in ISOC Mexico we are addressing legislators, officials, companies, the regulators, etc. with a simple message about Network Neutrality, after accepting that the term is subject to debate. The message is that Internet access means "five alls": all ports, all protocols, all origins, all destinations, all contents must be accessible.
Exceptions are - very much in line with what Fred Baker said earlier - related to traffic management and must be exceptional and transparent. Blocking port 25 at the ISP is acceptable as it is an accepted best practice. Certain sites (by name or IP address) may be out of bounds legally. Any other blocking, filtering, or shaping must be well grounded and the user must be informed at least on what the policy is.
With these arguments we were able to block a very bad NN law initiative which basically cleared ISPs of guilt as long as they informed their clients (I've already told this story here, a few weeks ago.)
Ms. Kroes arguments - and Sally Wentworth's, though to a lesser extent - don't work the same in non-northern markets where a powerful incumbent or collusion among ISPS/telcos can make true, full Internet access not available. We need to think hard, though, because the alternative, having government or the law force one or all the providers to offer full Internet access may also have unpleasant unintended consequences.
Let's keep an eye for the global open constantly in ISOC.

My impression of ISOC position is, in general, following: If the
operator has different rules for different protocols - it is not the
Internet access, it is something other. Operator can use any
limitations, but in that case operator do not have any rights to say,
that he is an Internet service provider and MUST declare, what kind of
limitations for different protocols he has.
