I tend to agree with Christopher.
Christopher is a wise man.
 
The ISOC ECC worked as a creative group until ISOC Reston imposed its power
on European Chapters. 
There were many members from many countries, active, working on the
discussion lists and even meeting regularly, with serious discussions and
friendly after meetings.

ISOC took the power, imposed its rulers, the European members were shocked
and stopped talking. Many of them stopped being interested in ISOC.
The new leaders only wanted to discuss on bylaws and how the Europeans had
to listen to their orders and rules.
Never on European content, because their mission is to impose the rules,
smoothly but the goal is to rule, not to learn.
 
Dear Christopher, congratulation for your job! You did it honestly, we know
about some who do not and never did.
Congratulation for your democratic way of thinking, organizing and ruling.
 
Never mind those who denied the rights of democracy.
Anyway the wind blows

nb: I copy all the ISOC lists as it is the new rule now, to receive the
emails several times. Still I wonder: where are the other groups of regional
chapters? I never receive any mails about them: is Europe the banished ISOC
exception?

I tend to agree with Jacek. 
The ExCom decided that it is not justified to have a GA in Prague,
regardless of the fact there would have been some chapters there, and
regardless of the fact there is enough money to cover the travel for at
least one representative per chapter. 
 
We still have not heard from ExCom on the number of chapters-members of the
ECC!
We find this extremely annoying. And worrisome, given the end of the mandate
of the ExCom on June 21. 
 
I also agree with Jacek that comes June 21, the ExCom should step down and
cannot perform its duties any longer. Perhaps we need some legal advice on
how to proceed after that date. Clearly we cannot rely on the ExCom to EVER
step down, if they decide to not do so, and clearly if they don't want to
have a GA, we should have some means of organizing one regardless of their
lack of willingness to follow the by-laws. 
 
We either will have a normal working organization, including new people to
take over, or shall not plan on anything, if it turns out 3 people couldn't
talk between each other for weeks to figure out if we can have a GA or not. 
 
I'd like to hear also if the ExCom has discussed this matter with a lawyer,
as their decision undermines the very existence of the ECC.

After its mandate expires in June the current ExeCom may only express its
will/readiness "to conduct necessary business on a "care and maintenance"
basis", or its will that f2f GA will be in September, etc. There is no
clause in Bylaws which guarantees to current ExeCom any right for the the
management of ECC Council after its mandate will expire.

Your job is over on June 21st, 2012 and it is entirely up to ECC Council to
decide whom they entrust the management of ECC after this date. In
particular the ECC Council may choose any other Interim Board or take any
other decision.

You had a statutory obligation to organize GA, and 3 good chances to do it.
You failed in all 3 cases.
