[Chapter-delegates] Membership or Mission?

Eric,
good to be reminded that ISOC's work and mission is to be categorized
by Section 501(c) of the United States Internal Revenue Code. ;) Taking
this into account: if ISOC goes for a large membership that grants
legitimacy, who - if not the membership - should be the ultimate
authority to govern it. The trick is to find a sensible way that makes
sure that the various groups of members can participate in a sensible
way. This is what much of the discussion is about.
