[Chapter-delegates] Appointment of former MPAA CTO Paul Brigner as North American Regional Director of Internet Society

Like many others, I do not know Paul but I think there must have been
checks done on Paul's past before his appointment. Let him prove whatever
he has to  offer to ISOC. Having said that, I also believe these comments
are important to strengthen Paul's commitment to the job. Congratulations
Paul.
