Frederic,
thanks for these updates. The news you mention from France are heartening - esp. given that in other matters much of the Internet community disagrees starkly with measures taken by the French government - and of course we have a long and tough way ahead.
I am happy to report the following: last week there was a hearing on Network Neutrality in the Mexican Senate's Joint Commissions of Science and Technology and Communications and Transportation. The first of these has put forward a law initiative for NN and the second is in charge of its analysis for the Plenum.
There were around ten presentations, two of them by ISOC Mexico leadership (Erik Huesca, our Executive Director, and myself) and several others by members of the chapter, with diverse views but within the spectrum of protecting Internet users from abuse and preserving the design principles of an open Internet. I think we were successful in conveying the basics. The Commissions decided on the spot (like it was not prepared ;-)) to form a Working Group, to which diverse stakeholders will be invited, in order to see if the initiative can be improved and pushed for approval this same legislative period.
Among those present were ISPs and carriers like Telmex and Telefonica of Spain, local company; and a mobile company owned by a large TV consortium, so we had several sides at the meeting.
The issue is also under study in the Advisory Committee of the telecoms regulator, with much the same actors though represented differently (both directly and through consultancies and lawyers from the law and lobbying firms that work for the telcos and broadcasters.)
We are very careful in explaining when ISOC Mexico appears with an official position (not this time) and when we draw on ISOC expertise, which makes us proud, but speak in our personal responsibilities.
The effort has been useful in outing some points of view and expertise, some of which is very welcome. We are glad to share contacts if any can be useful, thinking particularly of Spanish or Portuguese-speaking chapters and of the Continental (non-Anglo) legal tradition.

As part of our effort to engage with key stakeholders in Europe, I'm glad to share with you some recent talks which the EU Bureau had recently with many stakeholders in Brussels on Net Neutrality.
This conference has been orgnanised in the European Parliament premises, on February 27.

Worth noting is the French Regulator (ARCEP) presentation which shows some nice alignement with some of ISOC thoughts. This is not a surprise as we already measured this during our last meeting with the BEREC (already reported on this list)
This said, unfortunately, more effort is still required as many stakeholders in Europe are still confused re: what the Internet really is and what the role /purpose of traffic management should be.
