Hi Igor,
many thanks for this update - it sounds great and it is fantastic to hear of such activities.
Since this is my very first posting in this list, I would like to briefly introduce myself. I am Konstantinos Komaitis and I have been with ISOC for just a month as a policy advisor on issues of digital content and intellectual property.
In light of your update, I thought it would be fitting to you give you a further update on on what's taking place within WIPO on the visually impaired persons (VIP) and persons with print disabilities front.
For the past 10 days, WIPO had its scheduled SCCR 24th meeting - Standing Committee on Copyright and Related Rights - and the issue of VIPs was part of its agenda - actually it was one of the most important issues. This issue has been on WIPO's agenda for many years now and the VIP community has been working very hard to see WIPO calling for a diplomatic conference on this issue in 2013. However, yesterday and after very long and hard negotiations the following was decided:
The Committee did some text-based work on the 'Working document on an international instrument on limitations and exception for visually impaired persons/persons with print disabilities" and adopted a revised version SCCR/24/9 (available here: http://keionline.org/node/1495)
The Committee said that more substantive work needs to be done but committed for that work to be concluded in its next session (in November).
Since the committee couldn't reach a decision on this issue and thus it cannot go to the General Assembly in October, a - what they call - 'extraordinary session' of the General Assembly will take place in December to decide wether to convene a Diplomatic Conference. (In WIPO terminology, a Diplomatic Conference means a Treaty)
So this is where this issue stands for the time being.
I hope this information will help inform the discussions in Armenia on this issue. If you require more information please do not hesitate to contact me.
BTW: I am always interested to hear views on ACTA, SOPA, PIPA and any other issue concerning intellectual property and digital content.
