that's the way Campus Party works - part of its magnet is high-caliber speakers and strong debates (as well as impromptu workshops past midnight on how to solder cooling pipes to hyperclocked CPU's heat sinks, etc.)
CP often beats the capacity of ISOC chapters in engaging speakers because they actually have the money to ferry a few. One example is a panel with Vint Cerf and Tim Berners-Lee, moderated by Cory Doctorow, which took place here.
OTOH as I said there's a number of things to manage and chapters don't need to go overboard at the risk of sacrificing our own agendas and our members' intellectual property rights (CP's terms are draconian and I know people who have refused to sign.)

Dear Ted Mooney,
What immediately occurs to me is that this gathering of students would be fascinated by an opportunity to meet Jeff Moss, Dan Kaminsky, Bruce Schneier and others. Internet Society could offer to reach out to (and fully fund the expenses of) these experts who have a profound sense of balance. I have 'dropped' three names to convey the idea, and I am sure that Chapters could come up with a hundred suggestion of names that are greatly admired by the next generation,
Be it a discussion on video cameras in school corridors and work places, or a discussion on Secure Social Networking, these experts with an understanding of the larger picture as well as the subtleties, could impart enormous value to the Campus Party, and create interest among students to take part in ISOC, ICANN At Large and IGF.
Sponsoring Contests would be a good idea. If contests can be designed around a program similar to the one suggested above, it would produce definite results.

Ted,
This is an effective way for Chapters to connect Students in their countries to the Campus Party, perhaps encourage the local students to organize local events in their own countries and also expand their membership base with students.
What is the nature of proposed arrangement with the Campus Party? Are they receptive to discuss the Event Agenda with ISOC and perhaps include topics related to Internet Governance / Youth Participation in Internet Governance? If the relationship is forged to be so strong, then it would indeed be worthwhile for Chapters to organize participation of Chapter Leaders as also encourage / offer funding / incentives to a few students to participate. However, Event Registration fee waiver alone does not help.

One of our ISOC Chapter leaders and a former Campusero himself, Hans Peter Dittler will be speaking at one of the sessions and other ISOC participants will be joining discussion panels. We hope that all of you can take advantage of this incredible congregation of young technology explorers, their enthusiasm and their desire to make a progressive difference in society. Campus Party leaders have told us they want to encourage all the Campuseros to join ISOC chapters where they can. What a great infusion of new blood this could be for all of us. Please, if you can, join The Internet Society Staff and Campus Party in Berlin!
Campus party has agreed to make 40 free registrations available for Chapter members who will attend this event. No travel fellowships are available currently. Nevertheless, this opportunity for outreach and participation is extraordinary and I encourage all to take every advantage we can of this new relationship and especially of this upcoming technology festival!.
There will be a second email within two weeks with additional details of planned events and participation from various groups. It would be our great pleasure to see 30 or 40 or more chapters represented at Campus Party. There is much we will do together imagining the Future Internet.
