[Chapter-delegates] Has ISOC signed the Declaration of Internet Freedom?

I've not commented on the wording of the declaration but on your comment.  

What I am saying is I think this type of thing is caused by the lack of practical avenues that Internauts (users) have to express and transact their policies for their own communications, data and services both personal and for business. 

That indicates to me that the current so called "governance" structures today have a long way to go if users are to have sufficient weight to manage their edge as needed.
