[Chapter-delegates] Has ISOC signed the Declaration of Internet Freedom?

Well put.  One important characteristic of an effective advocacy organization is discipline -- not just signing on to whatever comes along.  It may give rise to complaints like David's but in the long run being disciplined allows for more buy-in by the membership and avoidance of embarrassments. 

The problem with this declaration is that it is incomplete and directed at only one part of what the Internet should stand for "press freedom".  I also agree with the questions of what does "free" mean in the declaration.  As I indicated before, I find this declaration to be not particularly well-drafted -- surprising given the authorship.
