[Chapter-delegates] Has ISOC signed the Declaration of Internet Freedom?

I generally agree with Veni and Alejandro.
While individuals can sign, the declaration is a bit facile and wordy to serve as an effective declaration. So I would hope that ISOC does not sign on without further changes. I agree with what is stated, but I am not comfortable that it is the proper wording for a "Declaration".
