Hi Eduard,
Thank for your reaction on this important issue. First of all, I would like to answer your question by saying: "Yes! We are ISOC". The question is rather: How do Chapter delegates ISOC? Concerning this particular issue of "email account hacking" or "spam", many Chapter delegates have to be trained in order to be good web and email users and show the example to others.
I globally agree with you but I'm against the idea of creating email addresses @internetsociety.org for all ISOC members, delegates or Chapters. ISOC Global cannot do everything for us, I rather think that the Chapters should meet a minimum of requirements (own web site, own email system...) to be accredited or recognized as such. At the end, every Chapter will have Its own identity but in respect of ISOC Global standards. For me A Chapter have to be a model in term of web or email usage in their country or region.
Finally I think that ISOC Global have already started solving that issue by introducing the Letter of Affiliation (LoA), which is a mutual agreement between ISOC Global and a Chapter defining a set of minimum performance standards for each. There will be a webinar on Thursday 9 Feb 2012 and I hope all Chapters delegates will attend and share their concerns and feedback.
Hope this discussion will help creating good communication tools and standards for all Chapters.

"Charles is real ?" was the most pathetic message i've seen on this list in 2012.
I become tired of repeating the message (but still optimistic ) :
- Isoc should provide central identity service to its members and chapters.
This Identity may/can be used (but not limited ) to : mailing list , newsgroups , website(s) authentication
Implementation could be made very fast in Kerberos/Heimdal +Ldap .Isoc members could benefit from a generic name at isoc.org or name at internetsociety.org email , forwarded towards their real email.
- Chapter delegates list is not the universal panacea to transmit messages among Isoc collegues. We need newsgoups , instant messaging, forums , video conference, brodcasting and all the modern state of the art 2102 communication tools. As requested by most of the delegates presents during the Bucharest Chapter Workshop , we volunteered to deliver a fast yet VERY experimental chapter collaboration tool mainly to respond to newsgroups demand http://www.anuntul.eu/wordpress/ . We still need central identity to make something professional .
Do we need to write an RFC to solve this ?

I've seen an increase in the number of hacked yahoo accounts spamming to their address books recently. I've found the best response is to write to the account holder using another email address if you have one to check. Where that person is not able to take the matter up with Yahoo directly.
There is a form hidden away in the Yahoo site you can report abuse problems. They have responded positively within a few days in all cases I've been involved with.
