This reminded me of a white paper that was written about eight years ago:

It was after the free individual membership had been introduced and 
setting up a Public Key Infrastructure was discussed as a way of 
identifying ISOC members, mainly for voting purposes. Trustees were 
selected with direct member votes when there still was a fee, but it 
became unfeasible when there was no way to verify an identity (by 
billing) anymore.

ISOC-PKI was an initiative by some individual members, not commissioned 
by ISOC HQ. As I recall it was presented to the BoT, but was probably 
dismissed as too difficult or expensive to implement (which it probably 
was at the time).

I'm not saying we should revive this idea as such, but secure email is 
one of the things where ISOC could lead by setting an example.
