[Chapter-delegates] Special Invitation to Global INET 2012

Dear Veni,

Congratulation! I support your openness and your   viewing. My modest 
proposal was the ISOC Chapter delegate (one per chapter)
to  not  be charged for the conference fee. I assume that not many 
Chapter members from the distance locations will
attend the conference due to high travel cost, so the number of these 
attendees  is expected to not  be high.
