[Chapter-delegates] English Wikipedia going dark tomorrow!

Just to point out the technical aspect of the blackout. It is a
co-ordinated effort to have a captive portal and logos going black. I am
not sure what something not well organized can accomplish. Wikipedia and
Craigslist have done some co-ordination I believe.
