[Chapter-delegates] Does your Chapter want to be a remote hub for the Global INET?

Thanks, Klaus. The dialog on the issue of ISC participation at the Global
INET within this community has been excellent and well informed. Moreover,
there is clearly more agreement than disagreement. Walda has offered to
provide more about how we expect Mme Hu to engage and how we collectively
want to engage her.
With respect to the programme overall for the Global INET and the decision
of any chapter to become a hub, please review our latest programme
information at
http://www.internetsociety.org/events/inet-conferences/global-inet-2012/agen
da/session-detail
I grant you that there are missing details, some to be determined and others
only requiring an update to the website. What will make these panel
discussions shine are many factors, few of which can be made incarnate in an
abstract. For example, some of these panelists and moderators are fiery
speakers. Others are working on entertaining ways to engage the audience.
And consider that questions from around the globe via twitter and back
channels will enliven the discussion as well. Particularly if they are your
questions, right?
There will be more. Every week. And I think the remote hubs will be
instrumental to engaging our current members in far flung areas and to
recruiting new members to our global organization, worthy and needful of
their input and energy.
Stay posted (as we say here in Reston...)

Subject: Re: [Chapter-delegates] Does your Chapter want to be a remote hub
for the Global INET?
Hi Ted and all,
(sorry for incidently using wrong sek at isoc.de as sender on my other
mail) here a few items I want to clarify.
1. I'm not against China. I worked there ~2months, over the last
years, mostly enjoyed my stay, I love the country, and found good
friends there.
2. I don't deny that people from ISC are nice, friendly and
knowledgeable. I met a few of them, we had good meetings (e.g at
CNNIC) and I don't have any reason to complain.
3. I'd personally like to confirm that from what I saw and heard I
think that Mme Hu is an excellent scientist and brilliant speaker.
This said it is also true that:
1. when you work in China the great firewall is a pain in your back.
Even if you are not a heavy user of facebook, youtube, porn and
other funny stuff.
2. One side effect of the great firewall that I observed was e.g.
that for all pages with a fb like button, your page doesn't load
until there is a timeout from the (always blocked) fb page. (So if
you want to reach partners in China you'd better remove the fb
like button. Otherwise they suffer from slow loading.)
3. Another effect that I observed for some weeks was that mails with
a pgp encrypted signature could not pass the firewall. So I
removed pgp sigs it from my mails.
4. I gave a few lessons in Chinese universities. No matter what the
subject of the talk: when it came to Q&A especially young students
asked for reasons for -,tricks to fool -, and how is the world
behind the great firewall.
So when talking about ISC and our core values: our presently hot
subjects HADOPI, SOPA, PIPA, ACTA ... are peanuts (in theory and
practice) compared with the great firewall that controls Internet
access for a population of 1.3 billion! So having Mme Hu as a speaker
should be a good occasion to raise our voice.
It is the case that all ISOC chapters work under their local law. But
it it is also true that none of them are the ones in charge to
support, enable and sometimes enforce censorship on such a high level.
So when Mme Hu speaks - as the Chairwomen of ISC - of an "Internet
under control" that she considers essential, it is the the control
described above that she talks about. When inviting Mme Hu to INET
IMHO a few things would be good to observe:
1. avoid confusion between Internet Society and Internet Society of China
2. mention in the introduction of Ms Hu, that ISC is in charge to
control the Chinese Internet and the great firewall (which in our
context is at least as important as the fact that she was a member
of the Chinese Academy of Science)
3. (likely following a suggestion of Veni) give her room to talk -
but make sure you have opponents that defend our core values.
So after having all that great and clarifying statements from chapters
I look forward to Ted's reply.
Best, Klaus
