Well, we'll see soon.
Perhals not many know that each country can join by Jan. 1st, 2015.
 Some have said they will do so.

 I just wanted everyone not to get overexcited about the numbers. Plus, you
can withdraw signature, only if you've placed it. The countries which
didn't sign the updated ITRs are still subject to the old ones.

So, overall, numbers matter, but time matters too.
