Sorry Veni - but Frederic was correct.  The 55 withdrew their support for the changes - and time will not make any difference. While some of the changes to the ITRs were accepted, there were some fundamental issues, including about coverage of the ITRs, about the charging regime, about rules dealing with content, etc.  The EU position did go beyond the issue of rights, to the others mentioned by Frederic and listed in final statements of the 55 countries.
