[Chapter-delegates] Update on ISOC's engagement plan @IGF 2012

Dear Constance

I have proposed a workshop, No 35, under Emerging Issues, with a list of
proposed panelists, challenging to reach on my own. The topic would be of
value to the Internet, and the issue in question requires perspectives from
a high level.
