[Chapter-delegates] Fwd: Support Letter .NGO

Nobody has asked us for letter of support.
Last time we were asked for something like that was when Isoc was applying
to get the .org management. Given the fact they back then said no money
from .org domains will be used by Isoc to cover it's expenses, I don't know
what the model would be for the .ngo, but hope they will keep their
promises.
