I agree that the NYC?NYPD issue raised by David is very different from the issue of Freedom of Expression on the Internet.
However, colleagues may be interested in the background to the NY "operation" ... and I believe it raises much broader issues including Security.
The following Announcment was issued at the beginning of September 2011, and I believe cirulated widely within security groups. (including the Internet Security Alliance of which I think ISOC is a member).

"Operation Wall Street" was just one of the matters covered in the Announcement.
In relation to "Operation Wall Street", the Announcement indicated that plans were emerging for similar protests including in London, Paris, Madrid, Milan and San Francisco. The "operation" was also indicated to last for "a few months".
There have been many press reports since 17 September 2011 when "Operation Wall Street" started. (Put "Operation Wall Street" in Google search ... and you will see for yourself!)

In relation to the other matters covered in the Announcement (which perhaps have more relevance generally for us), and assuming that ISOC receives such announcments, perhaps an "early warning system" for Chapters and others might be worth considering. (Apologies if I have missed this ... and it is already being dealt with elsewhere in ISOC Communications).

With respect, David, how the NYPD treat street protesters is a totally different kettle of fish to Freedom of Expression on the Internet, and the establishment of an Expert Panel to study same.
Markus, it's not clear how the multi-stakeholder panelists might be selected. I look forward to hearing more. Also, is this an International effort or just for Sweden?
Cynthia, are there other precedents in the UDHR of provisions for the disabled?
