A very well balanced text.
I agree that more technical details, even if the text would be more
technically exact, would dilute the basic message to the IGF audience.
As the Wikileaks and other dns incidents showed a broader non-tech
community, dns is "just" a support function to get to the right IP
address, however today critical for most users. As you point out, there
are other, uncoordinated and fragmented, means that will crop up more
and more if we feel that the ordinary dns tree is not working as it
should. This might be the most important argument that has to sink in to
the government people at the IGF.
