[Chapter-delegates] APEC / ISOC related experiences

At the end of this month, ISOC Peru will participate on the Asia Pacific
Economic Cooperation (APEC) Forum, the general topic of the panel will be
"ICT and rural SMEs in local and global markets", and we would like to share
ISOC related worldwide experiences or study cases during this conference,
