[Chapter-delegates] Update to Chapters on the ISOC 2012 Business Plan

Hi,

Just some small clarifications:

Chapter delegates - has chapter Officers on it

isoc-members-announce - is a list of all members list that is an  
announcement list
isoc-members-discuss - is a subscription membership discussion list  
for all members.

None are moderated but only staff can post to the "announce" list.
