[Chapter-delegates] [Input requested] EGE public consultation on ethics of ICTs

Dear Members,

As you know, the Internet Society is committed to put a greater emphasis 
on Internet and Human Rights, in particular with regards to the right to 
freedom of expression and the right to association. These rights, as 
enshrined in the Universal Declaration of Human Rights, are very much in 
line with ISOC's principles in favor of an open and global Internet. 
This commitment was also recently expressed by our Board of Trustees 
<http://isoc.org/wp/newsletter/?p=4666> after its meeting in Dakar, Senegal.

The European Group on Ethics in Science and New Technologies to the 
European Commission (EGE 
<http://ec.europa.eu/bepa/european-group-ethics/index_en.htm>) is 
currently working on an Opinion on the ethics of Information and 
Communication Technologies, to be submitted to the European Commission 
at the end of this year. This Opinion will provide the Commission with 
policy options for Governance of these technologies (Internet in the 
first place). In order to gather input for this Opinion, the EGE has 
launched a public consultation on the ethical aspects of information and 
communication technologies.

Contributors are asked to respond to the following question:

  * *Which main ethics issues do you think the EGE should address in
    their opinion on "Ethical aspects of ICT"?*

The submission should not be longer than 500 words (deadline: 21st 
November 2011).

Given the breadth of this question, we think that the Internet Society 
could usefully contribute to this discussion by narrowing its response 
to the following aspects:

  *      distinguishing the Internet from other ICTs
  *      outlining our views regarding human rights on the Internet
  *      encouraging the inclusion of the principles of transparency,
    openness, inclusiveness and choice
  *      promoting ex ante cost-benefit analysis and evidence-based
    decisions/policies developed through multistakeholder engagement


To feed our response, we would greatly appreciate your thoughts and 
contributions _*by 15th November 2011.*_

As we continue developing our outreach efforts in this field, we will 
continue engaging with our members throughout 2012.
