[Chapter-delegates] Update on Preparations for IGF 2011

That's a good idea. We will try to arrange remote participation for the
on-site members briefing. 

We tend to keep some time aside for ambassadors mainly to go through
(time-consuming) IGF-related administrative issues. We haven't finalized the
agendas of the meetings yet but the members briefing will be open to IGF
ambassadors. The social event on the 27 September will also be a good
opportunity for everyone to get together. 

We are still waiting to see the final agenda of the IGF and its possible
side-meetings to finalize the organization.
