[Chapter-delegates] Application to form a Chapter in Singapore

This looks to be a great list of people from across a broad range of
the Internet community - researchers, service providers, press,
users... and across competitors as well.

They are to be commended for at least putting such a collaboration
together, and I look forward to having them on board.

It will be great having another regional chapter to meet with!
