[Chapter-delegates] Application to form a Chapter in Singapore

This proposed Chapter certainly has my support.... It is a pleasure
and privileged to have had opportunity to work with Prof. Ang Peng Hwa on
regional IGF and other activities his expertise and contributions from the
new ISOC Singapore Chapter would be an invaluable contribution to our
Region...
