[Chapter-delegates] Internet Observatory project

Dear all,

The slides of my yesterday evening's presentation at the Chapters 
meeting in San Francisco are now here:

We now have around 10 interested individuals who have indicated they 
would be willing to take part in the project. More people are invited to 
join, it would especially be nice to have people from Latin America and 
Africa aboard.
