[Chapter-delegates] Enforcing access "speed" on ISPs

Dear all,

Seems I referred to wrong section number of the Communications Market 
Act. The correct one is Section 60 c (331/2009) Universal service 
obligation concerning the provision of universal telephone services, 
subsection 3.

The quoted text is the correct one, just the section number was wrong. 
Don't know how I managed that...
