Dear Tommi,
this is an exciting and useful idea and I would be glad to
contribute. Note that there were several similar EC & UN -funded
projects. You can contact Prof. Oliver Popov from Stockholm
University, who was deeply involved in them and whom I cc to this
mail.
BTW Prof. Popov is also ISOC member and contributed substantially
to ISOC community building in Macedonia.
