[Chapter-delegates] ISOC meetings in San Francisco - Internet Observatory project proposal

Dear all,

I would like to introduce an agenda item I asked Sabrina to add to the 
agenda a few days ago. It is a proposal for a Community Grant project 
called "Internet Observatory".

The project in a nutshell:
- International portal for information on national approaches to public 
policy issues concerning the Internet
- Content consists of reports written by contributors
- Contributors are members of ISOC Chapters and other partners
- Reports are published as blog entries and categorised by tagging
- Reporting language is English
- Reports should be short, neutral, stating the facts and providing 
links to further information (e.g. law texts, news)
- Reports can be discussed

Objectives
- Making it easy to find and compare Internet public policy related 
information in different countries
- Increasing transparency
- Building awareness of globally emerging issues

We are applying for a small grant for setting up the platform and 
getting it going.

As you can see participation from as many chapters as possible is 
crucial to the success of this portal, so feedback would be appreciated. 
We are also looking for members for the project steering group (no 
physical meetings, we'll set up a mailing list).
