[Chapter-delegates] Note on ACTA relevant Re: NYTimes: Regulating the Internet in a Multifaceted World

Veni,

I'd say both things are happening and reality is diverse and 
non-homogeneous.

That said, I fully side with your precautionary message. We must support 
Constance and all ISOC's effort, as well as other organizations', in full 
awareness of the increasing threat against the Internet model and the 
Internet itself.

We must avoid two extremes, "the sky is falling" and complacence, and we 
must fight this fight everywhere.

In this sense some of you will find the following news heartening: the 
Mexican legislature has had discussions about ACTA for several months, 
many of them with intense participation of all sides of the debate, and 
while the work of the Plural Technical Group formed for this continues, it 
has now voted and made an exhortation to the Executive to NOT sign ACTA.

There are a few details still cooking but the call is now out at least 
from commissions and to a vote in the Permanent Commission.

It's only a small step and as I said above, no grounds for complacence. 
But it does show there are occasions in which principled, well-informed, 
well-presented argumentation can help set the agenda and even win the day.

Let's all go on to it.
