[Chapter-delegates] Short video explaining the IETF

Dear Joly

I followed Anne's message and posted the video in our Chapter blog, didn't
notice the conversation between Frank and you on the video that was reposted
by someone else with a mischievous title.

Sorry to see this mischief on YouTube. Should do something about this. Could
 YouTube be so slow in reacting to something that it understands as unfair?
