You are not missing anything.
As Raúl mentioned, the by-laws review is going in two steps. The first step, the results that you see, are purely to harmonize the by-laws with the laws of the District of Columbia, where ISOC is incorporated. The changes you and Christopher are mentioning are very important, but also will take a number of rounds of consultations between chapter representatives, individual members, organization members, staff, and civil society in general. The deliberative nature of these important changes means they will take some time. Because of the importance of having ISOC meet the legal requirements of its domicile, the approach is to make whatever adjustments are necessary in the shortest period of time. Thus the mechanical and legal changes come first, because we really only need lawyers to reformulate existing language and procedures. Thus we have left the substantive changes, such as the role of individuals, chapters, organizations, governments, and civil society; changes, if any, to organizational involvement; whether governments should be explicitly included, excluded, or consulted; and so on to the next phase which will start shortly after the next board is seated.
So, to answer your question, yes, you are missing something. Emphasis is mine and not in the original e-mail.
