[Chapter-delegates] [Ecc-council] By Laws review.

Am I missing something - but I only see two types of membership for
individuals, and they are both paid. And I don't see the word "chapter"
mentioned in the bylaws?

please, give some hints. It might be that it's too early in the morning, and
I am forgetting something?
