Let me try to summarize this discussion so we have something useful here:

1. We at ISOC are a global society and must think and act local as chapters
2. Not a rigid structure is possible. Even in some situations in the same
chapter, depending on the status of things, one structure can be applicable
or not in one period of time. So this have to be flexible enough.
3. What works works, what not has to be changed. So there must be some
evaluation criteria in chapters so they can evaluate their job, progress,
the needs and ways to provide solutions.
4. We must provide some criteria to ensure users are represented and with an
specific weight on ISOC Chapters. It seems to be the best way to ensure
their needs are considered.
