Carlos:

In Puerto Rico we have tried to keep a balance in our Board. Having
different points of views, i.e from government, business, academia and
individuals has been very healthy for our discussions and as result the
chapter is stronger and more encompassing of the Internet Community here.
This has motivated people from all sort of economic sectors to join our
membership.

However, I am not saying that this is the perfect recipe for the rest of the
world. Culture, history and country geographical shape will have a different
outcome. We just have to look around other chapters.  I think that is one of
the beauties of being part of a global society. We are all different. In the
case of Panama (and this goes for all chapters including ours), time will
tell what works and what doesn't.
